which ever you are more comfortable in. black tie optional means you can get as fancy as black tie but its not required. If your date is wearing a black tie then you should wear formal. It he wears a regular suit then go semi formal. If you have no date then pick whichever you want

Black tie refers to a formal occasion. One would wear a tuxedo to a black tie event. A tuxedo includes: a black dinner jacket, black trousers, black patent shoes, white wing collar shirt, cumberbun or low cut black waistcoat (vest), and a black bow tie.
The dinner jacket should have satin lapel facings, and can be double or single breasted. The trousers should have a black satin stripe running along the outside hem and should have a straight hem. Pleated or flat front trousers are both acceptable. Black patent leather shoes are a must. The shirt should be either pleated, or a more formal cotton marcella. The shirt should have a wing collar and French cuffs (ones you wear cufflinks with). If you choose a single breasted dinner jacked you should wear either a black, low cut vest (waistcoat) or cumberbun. If you choose a double breasted dinner jacket it is not necessary to wear either vest or cumberbun. Finally, you should finish it off with a black bowtie (self tied ones look better than pre-tied ones).
You can rent a tuxedo at most suit clothing stores or tailors. For the female, from wikipedia: "Black tie is today worn at a wide variety of functions, and the corresponding female attire can range from a short cocktail dress to a long Evening gown, depending on fashion, local custom and the hour at which the function takes place."

Yes, it is recommended to wear a black tie, but you don't have to. They put this on an invitation to let people know that they don't have to worry about being overdressed, and, as well, so people dress at least semi-formally.

"Black Tie Welcome" doesn't just mean "Wear a tie". It means "Rent a tux". Same as the following:
If the invitation states, Black Tie Preferred, Black Tie Optional or Black Tie Invited, a traditional tuxedo is the preferred choice of attire for the gentleman. If he decides not to wear a tuxedo, he may wear a dark suit, white dress shirt and conservative tie, which is the next step down from Black Tie Preferred. Anything less formal than this would be unacceptable at this event!
The lady accompanying a gentleman who is wearing a suit instead of a tuxedo may wear either a short evening gown or a dinner suit. A dinner suit is a suit that is made of a finer material than a business-suit and may have embellishments on it such as fancy buttons.
