My other paypal account had limited access and I couldnt get it restored.
I had a gift balance of $10 in that account.
I have a new paypal account, can I use that gift certificate for discount?

You can not use it on another account. But you better work with PayPal to have your original account fixed.

Someone buys a restaurant gift certificate worth $25 and invites 3 other people to come along to meet the $35 requirement to use the certificate. Does the person get to use the $25 towards the portion of that persons' bill or should the $25 be discounted to the whole bill and everyone gets an equal discount? What would be fair?

Gift certificate is the same as cash for that person, so he's not expected to split it.

DON'T DO IT. The only reason I say this is because restaurant.com offers those coupons so that they can make a few bucks. The problem is that only SOME restaurants accept them as a coupon AND only for specific items. I know this because I used to manage a restaurant and we did not accept them, but the place next to us did. Its just not worth it to the establishment or you. I wouldn't take any chances.

How do I record these transactions?

A-Sold gift certificates for $420,000 (may be redeemed for a discount)
B-Gift certificates of $200,000 were redeemed

I have no idea how to record these transactions. I took a wild guess and recorded them as so:
A)
(DR)Gift Certificate Sales 420,000
(CR)Gift Certificate Liability 420,000
B)
(DR)Gift Certificate Liability 200,000
(CR)Gift Certificate Sales 200,000

please help!
for A I meant debit to Cash, not sales
